We make up roughly 10% of the population, or so I've heard, and all of us have some sort of mutation that grants us extrahuman abilities. I've known people with enhanced strength, shapeshifters, pyrokinetics... that sort of thing. I wouldn't really call it magic. Magic probably doesn't have drawbacks.
